Bill Analysis:
Due Date: November 20, 2014
Prof. Diane Mc Millan

When a person submits an ideal or a bill that idea must be clearly wrote and, thought
out. .There is certain ways that a bill must do in congress to, go ahead in the Federal
Government. First only a congress man can submit a bill to Congress with that in mind. The
people involved must always use first the professional approach next the strategic approach must
also be used. . Once a bill is finally submitted to the government or, a congress person the key
points in the bill clearly stated. Note without saying not only a professional writer should be in
the mix but also a professional editor is very important in writing first an idea, next on how a bill
gets introduced is that only a congressman may submit a bill to congress. That is why it is
always very is Furthermore there are nine very basic steps in writing a bill.
Step # 1 Define the Goal:

Step #2 Research Existing Law

Step #3 Acts or Resolution?

Step #4 Bill Title (Or Caption)

Step #5 Preamble/ optional

Step#6 Enacting or Resolving Clause

Step #7: Body of the Bill

Step #8 is the Date where the Bill is voted on to become law

.

Step #9: Sponsors

Final Results:
This last step is a very important step because that is who a bill not only is put together but
furthermore that is, how a bill becomes a law.
Social Security: The correct term logy for this term goes something like this when a person pays
into a government system while he is, working. The reason why is that money that was paid into
the person will get the money back once they reach a certain age or, a person may be termed
Disabled. Through a government fund that is how checks are sent out.
Child Welfare: The correct term logy for this word should go something like this in the area of
social work the social worker in question must always work in the favor of their client. That is
why the social work must include health concerns and, also vocational training.
Terrorism: With this term and, at this time is the correct definition this ugly word is strictly a
way that a person would do is to not only committing a very violent act. The word Terrorism can
also be used in a way that a ways to an ends on how a person does to achieve a political goal.

Education: Education that is a very interesting word which is just a process. The person in
question would want to gain a certain skill through knowledge. Or otherwise this person is,
trying to, gain a certain skill the end result is, that you would have to go to a school or a
university to get this certain type of training.
Medicare This type of a government program is a program of Medical care for the old and the
disabled people.
Social economic justice this is another very interesting term to use from my understanding this
term is the distribution of advantages and disadvantages.
Global oppression:

Global Oppression it is a very interesting word to use the word goes

something like this that is a people who happens to be in power or, have the authority these
people in charge uses that power to keep down a certain group of people threw cruel and unjust
acts. These people will use the power not only through physical means but they will also use
mentally tricks to keep their very adverse conditions.
Poverty issues: Even in the United States the term poverty or poverty Issues goes something
like this, it is a state or condition in which a person not only lacks the resources and essentials to
not only to enjoy the minimum standard of life. Poverty in general is, defined in the United
States that these people should be allowed to able to meet this certain way of life through the
Department of Health and Human Services.

Describe The Impact of the bill on minorities, women and other oppressed groups. The word
racism in American society should not be allowed in todays society. One person could very
much argue the point that any bill on a minority group or, any other oppressed groups has the
same negative impact to a group of people. First one of the impacts is off-course Education then

next is Employment. Have a very negative effect on minorities and women and other oppressed
groups. Do not forget Housing and, Health Care and Mental Health Services. Which also play
key roles to? What has to stop and, the United States is, trying to do just that the very ugly word
Racism and ideology has to finally put an end. What Im trying to say are basically this people
whom happen to be in power
1. What is title of the policy/ bill? First of all for a bill to get introduced on the congress
floor. The bill in question has to be introduced by a member of congress. It is basically
five step needs to be done for a bill to have a name. Step #1 is a very common step the
bill has to always be assigned a number. (Like HR1 or S1). Step #2: Is titling the bill
what this means once the bill is read the bill itself will be named by what the person who
is in favor or, a sponsor of the bill. Step #3 once this next step is, done this step is done
for every bill and that is, the bill will be sent down to the printing press so, that copies
can be made.
2. What is a bill number? A Bill or any bill can only be introduced only in the beginning of
the day. Once that happens it is required that what is, introduced has to be assigned a
number. House Bills and Senate bill are number very differently with each other. With
the House a Bill are number in order and furthermore for a bill in the house to move
forward it must be introduced at the beginning of each session. While the Senate bill will
always be started at, the beginning of the math number likes 1, 2, and 3 and so on. Lastly
for an official bill is recognized in, both houses the bill in question must also be assigned
a letter.
3. What level of government are you working with? Since Im 75 years old at this time Im
not working with anything in the government. Furthermore one of the reasons why Im so
interested in, government is, that my daughter had just been elected State Reprehensive

for district #5 and, that is why Im interested in governmental politically. One last
point of why Im interested in, this topic is that in order to pass this class I have to find
out who is my former or current state reprehensive of Michigan.
4. What are the key words, phases, or concepts associated with the policy/bill? Before a
bill is introduced what has to be done is for the first stage there must be off-course
Strategic Planning or otherwise a term is called Strategic Analysis next Setting Strategic
Direction or, with this most people will call this step forming the Mission statement. Our
third stage is a political tactic which is, done in every bill that has been introduced on the
floor this step is, called Action Planning. What I do like about this step is that this step is
the very last step on how a bill becomes and how the various concepts are introduced into
a bill!
5. Where does the policy/bill reside (which committee)? With this very next step it is a, very
interesting step. Conference Committee: these functions are, repeated over and over
again. Step #1 People who are interested in the bill and, who are in the house and senate
In-general they must first set up a conference committee and within these conference
committees is, first how they work together and, next how these members work out
their differences and that is how a bill may retain the original version of the bill in-hand.
Step #2 with this step is a very important step in how a bill becomes a law! The people
who are involved with the bill must do is, the various members put what they feel most
strongly about or various issues in written form. With this in mind the various issues of
the bill in- written form must be submitted to every member who is, in the Conference
Committee. Step #3 this step is called the very last step on how a bill becomes a law.
Finally the bill is approved by the Conference Committee and once that happens the bill
can finally be voted on by the other member of congress who just happen to be in the
House and the Senate.

6. What is the current status of the bill/ policy? With this next point of how a bill
becomes law it is very important stage! With this stage is the very final stage on, how the
committee reports on a bill. First the Standing Committee in question must always do
one of these seven steps for a course of action A. Report the Bill with a favorable
recommendation. B. Report the bill with amendments with favorable recommendation.
C. Report a substitute bill in place of the original bill. D. Report the bill without
recommendation. E. Report the bill with amendments but without recommendation. F.
Report the bill with the recommendation that the bill referred to another committee. G.
Take no action on a bill. H. Vote to not report a bill out of committee.
The very next action is, to be read on the State and House floor and, in general with the
bill that is, called a second floor reading and that is when the committee of power reports
on the bill.
7. Do you know how your legislator voted on this policy/ bill? Heres just an example
of how you would know how your legislator voted first and foremost
It is a public record our very next issue is, that in order to vote on a bill it will be
done in Journal form. Next the people who votes on the bill will vote for or against
the bill during the second reading of the bill. In general people who do not vote
For the bill are basically not present.
8. Explain why do you support or not support this bill/policy? With this next step on how a bill
becomes law what a bill must do is that the bill in- general must go to the Whole house and
then the Committee of Rules reports on if they are in- favor of the bill or, if they are not infavor of adoption In doing this type of action the whole house members not only they must
put in writing why they object or why they are in-favor of the bill in question. With that in
mind these member can finally put what they feel in writing or on record or, for my next
assignment an oral statement. The very interesting debate work is, done is called the
verbatim transcript.

9.

Impressions/ Conclusion? Since Im 75 years old what Ive learned about how a bill
becomes law is, that the process itself is very interesting. More people in our community of
Detroit should no- the entire process of how a bill becomes a law. Furthermore in general I
am very glad that I took this course not because of me passing the course. The fact that since
my daughter is a State legislator it, is very important to know what she goes through in how a
bill gets introduced on the legislator floor.
