Region No. 4

Dear Mr. Fenkel:
I am writing to you to discuss the waste issues at Farnsworth Paper. As an
environmentally conscious company, we strive to maintain a safe ecosystem for our
neighbors and customers. In an effort to stay compliant, we are requesting two
permits that would allow us to orderly dispose of our fly ash waste.
The first permit we seek follows our desire for a self-sustaining environment. Out of
the many metric tons of fly ash our factory produces as a byproduct, we would like to
pelletize 300-500 tons to recycle as fertilizer and dispense to local farmers. A permit
to carry out this method would ensure a substantial amount of fly ash is being reused
and safely put back into the environment.
The remainder of fly ash being produced by our plant could be deposited in the
nearby Type III landfill. This permit would allocate a total amount of 500-700 tons into
the lakeside fill; we can safely dispose of the byproduct without harming the site or
its nearby properties.
Farnsworth Paper has always shown concern towards environmental safety. To ensure
this agreement we hired private consultants to test the grounds for any possible
leakages upon disposal of the fly ash. The team of Terra Engineering drilled several
test wells at varying locations between the landfill and the nearby lake. After
collecting data on the groundwater, the team found no levels of alkalies. The reports
of Terra Engineering proved that our waste was not affecting the soil in any
unsuspected ways.
While we appreciate that each request needs to be evaluated on its own term, other
companies that have been granted permits to utilize similar practices have already
began programs to keep up with the disposal of all waste in an orderly fashion.
Coupled with the reports from Terra Engineering, this sets a precedent, which would
allow you to grant our proposal.
In compliance with state law to ensure environmental safety, Farnsworth Paper
Works, Inc. would like to appeal for permits that allow pelletization and redistribution
of fly ash, as well disposing the material in a nearby Type III landfill. We appreciate
your time and the review of our proposals.
Sincerely,
