Russias Political System

What is it?
Russia is a federal presidential republic. This

means that the executive power is divided


between the President and the Prime Minister
but the president is the dominant figure. The
legislature is brought up by the Federal
Assembly of Russia. It has two chambers; the
State Duma (minority) and the Federation
Council (majority).

The President
The President is the head of state and is

elected by popular vote every six years for a


maximum of two terms. Putin has served three
times. The president makes the decision of the
basic domestic and foreign policy, is the
commander-in-chief of the armed forces, can
veto legislative bills, resolves issues of
citizenship of the Russian Federation, and
awards state decorations and grants pardons.

The government
The Governments duties are divided between a number

of ministries, like the Federal services and the federal


agencies. The government is housed in the white
house of Moscow. It makes sure of the implementation
of domestic and foreign policy, works out the federal
budget, oversees the financial and monetary policy,
ensures the rule of law, humans rights and freedoms.

The Federation council


The federation council of Russia is the upper house of the
Russian Parliament. It was created in 1993 when the Russian
constitution was made. The say that there are no political
factions exist in the upper house.
The council is not directly elected and it consists of
representatives of Russias federal entities. One person is
elected by the legislature and the other is nominated.
The council works with lower chamber to complete and vote
on draft laws. The Federation Council also has its own
powers like an impeachment of the president and decisions
on the use of the armed forces out Russias territory.

The state Duma


The State Duma is the lower house of the Russian

Parliament. The 450 people are elected for terms of five


years following constitutional amendments agreed by
the parliament.

Political Issues
The Putin government showed low regard for the rule of law and human
rights in suppressing insurgency in the North Caucasus, according to
critics. In late 2011, Putin announced that he would return to the
presidency and Medvedev would become prime minister. This
announcement, and flawed Duma elections at the end of the year,
spurred popular protests, which the government addressed by launching
a few reforms and holding pro-Putin rallies.

Political Issues
The Ukrainian crisis is the main issue is neither survival nor
security, but rather a moral obligation to protect the global liberal
order and innocent lives.
