Title 22 regulation: 101174 Disaster and Mass Casualty Plan
Each licensee shall have a disaster and mass casualty of action. The plan shall be in
writing and shall be readily available. The plan shall be subject to review by the department and
shall include: 1) designation of administrative authority and staff assignment. 2) Contingency
plans for action during fires, floods, and earthquakes. 3) Supervision of children during
evacuation or relocation, and contact after relocation to ensure that relocation has been
completed.4) disaster drill shall be conducted every six months; it shall not require travel away
from child care centers grounds or contact with local disaster agencies. 5) The drill shall be
documented. This document shall be in child care center at least for one year.
Textbook Material: Safety Practices- establish guidelines on how and when to practice
emergency drills. Create an emergency plan. An emergency management plan (EMP) is an
important tool for guiding effective response in emergency situation. (Sorte, Daeschel&Amador,
2010, p 474,554)
Observation Notes: The childcare center demonstrated a fire drill and an earthquake drill. The
instructor used a bell for practice, to notify children there was an earthquake or a fire drill. The
instructor ask the children what would they do with their toys if there was a fire or an earthquake
happening? A child re4sponded we leave it where its at and go under-Neath the desk and get in
a roly-poly position under the table for an earthquake. This meant role in a ball and put your
hands over your head. In case of a fire drill their supposed to go outside and stand on the wall.

Analysis: The regulation 101174 Disaster and Mass Casualty Plan relates to the book reference
that when you run a child care facility you must have an emergency management plan stating
what are you to do with the children in case of a disaster . The instructor and children
demonstrated this regulation when observing this facility. The facility demonstrates the
regulation 101174.
Recommendation: The Instructor did a very good job making the children understand what to do
in an emergency. They followed orders because theyve been practicing. I have no
recommendation because the instructor, staff and children all did what the regulation states about
having a plan when a disaster and mass casualty happen.
Title 22Regulation: 101216.3 Teacher-Child Ratios
Their shall be a ratio of one teacher visually observing and supervising no more than 12
children in attendance. The number of children in attendance shall not exceed licensee capacity.
A ratio of one fully qualified teacher and one aid for every 18 children in attendance in a
preschool program allowed when the aide meets qualification in section 101216.
Textbook Material: The teacher-to-child ratio is considered to be significant indicator of quality
and a factor for increasing safety in the early childhood setting. (NAEYC.2005) Standards for
programs design and operation are outlined in the licensing requirements. Guidance is provided
for determining child age grouping, class group size, teacher-to-child ratios. (Sorte, Daeschel&
Amador, 2010, p462)

Observation Notes: In observing this facility only 6 children were present. The staff was the
instructor and an aide because her shirt said aide. The ratio for teacher-child ratio was adequate
at time of my observing.
Analysis: In observing the ratio was appropriate for the facility it demonstrated that the children
had adequate staff for supervision which provided a safe environment for the children to play
and participate activities. The more staff there is the children have a sense of security which they
can interact in a safe environment. Children 5 domains benefit from having a ratio of more than
children because they receive individual attention. In which children grow and feel secure in a
safe environment.
Recommendations: This facility was following the ratio that the licensee requires. In which
demonstrates that its a safe environment for the children in which they can explore and grow as
individuals.
Title 22 Regulations: 101217 Personal Records
The licensee shall ensure that the personnel records are maintained on the licensee,
administrator and each employee. Each personal record should have a criminal record clearance.
A health screening and a tuberculosis document clearance. A statement saying shes at least 18
years or older. Employee full name and driver license number. It requires some volunteer hours
in child development settings.
Textbook material: increasing the qualifications expected from program directors, aide and
teachers is another strategy that may improve child safety. Research has revealed that requiring

Some training or education reduces the risk for injury and fatality in the early childhood settings.
(Currie&Hortz, 2004) (Sorte, Daeschel&Amador, 2010, p470)
Observation Notes: In watching the instructor interacts with the children during play time. She
talked to them in a soft calming voice and was there to hear their needs and questions. In which
she demonstrated she had education in child development. The Aide was childlike which the
children enjoyed when reading an alligator story and playing with the toy to demonstrate what
animals are dangerous.
Analysis: When facilities hired trained and educated staff they demonstrate it by their interaction
with the children. In which were your staff is aware of how children develop and grow their able
to plan activities that are appropriate for their age. In which their demonstrating safety
procedures when working with children with appropriate age related toys. So its important to
have staff that demonstrates a good health that way the children are watched by someone who is
healthy and the children are safe in that environment because the instructor is able to handle the
task the job requires.
Recommendations: Victor Valley does a good job when staffing their child care facility
employees. Its noticeable by their interactions with the kids and their physical appearance in
which demonstrates a safe environment for children.
Title 22 Regulations: 101229.1 Sigh In and Out
In addition to the sign-in procedures required of section 101226. The licensee shall
develop, maintain and implement a written procedure to sign the child in/out of the child care

Center. The person who signs the child in/out shall use their full legal name, the sign in and sign
out sheets with the signature require by this section and by section 101226 shall be keep for one
month and shall be available at the center for review by the department.
Textbook Material: Most early childhood settings for infants through preschool age require that
children be sign in and sign out at departure. This routine documents who transported the child
and when and creates, a record of the exchange if there is any confusion. (Sorte,
Daeschel&Amador, 2010, p526)
Observation Notes: When entering the facility there is a sign in out sheet before entering the
classroom which parents sigh when dropping of their children. Then when class start the
instructor does her own role call to make sure which children are attending for the day.
Analysis: The two relate by having a procedure that you have to sigh in and sign out a child
when picking them up. Only authorized personnel are able to pick up the children. The staff is
aware of who the child is going to be picked up by their enrollment documents. In having this
procedure their providing a safety for the children when they are picked up.
Recommendations: The only thing I didnt like was that sometimes too many parents come in
and dont leave their children right away. Its confusing for the staff when there to many parents.
The instructor and aide are aware of what going on but the parents should know when their
children arent crying there in a welcoming environment. Its better for the parents go make a
phone call or an appointment to talk about the progress of their children.
Title 22 regulations: 101238 Buildings and Grounds

The child care center shall be clean, safe, and sanitary and in good repair at all times to
ensure the safety and wellbeing of the children, employee and visitors. All children shall be
procted against hazards with the center through provision of the following: protective devises
including but not limited to nonslip materials or rugs. Storage for poi souse should be locked.
Textbook Material: Storage must be carefully managed to avoid having materials overflow into
the classroom and hallways, creating an appearance of disorganization and lowering the
professional appearance of the environment. Throughout storage prolongs the considerable
investment that is made in curriculum materials and prevents tripping hazards if toys are left in
hallway. (Sorte, Daeschel&Amador, 2010, p500)
Observation Notes: When the children are having their free play. The class is well organized,
there are different play stations, In which when the children are done playing the instructor tells
them to pick up the toys and put them away so no one trips making safe to walk to different play
station. I also observed a big blue rug for circle time in which the children sit so they dont sit on
the floor. In which through play is one social and emotional development in which is observed. It
also helps children develop social skill through play when interacting with others and they learn
how to play properly and safely with one another.
Analysis: These two topics are combine because of children are in an organized facility their able
to play and interact with one another without falling or tripping due to shelves that arent
organized or slippery floors. Also in a setting that is set up for children they learned how to work
with one another and put things back where they belong. When buildings and grounds are child
proof your providing safety features that are necessary for children with different curiosities.

Recommendations: The recommendations that I notice was the entrance. It probably needs more
space so when everyone is dropping off their children its not all crowded. The play stations and
circle time area are set up in good arrangements. Then the entire chemicals are not in the class
room. Their outside in the observation area in which they are locked.
