Scenario
The following is the policy and procedure manual for distance education classes at Robert E. Lee High
School. My current position within Tyler ISD is that of a Campus Instructional Technology Specialist.
As an Instructional Technology Specialist, I support classroom teachers as they brave new and
exciting technology. I work with teachers individually, in groups, or as a campus to explore
new software, hardware and integration ideas to enhance their instruction. I also work closely with
the C&I and Technology departments to support new programs at the district level. At the secondary
level Tyler ISD offers fully online and hybrid courses for students who are enrolled in alternative
school, credit recovery, and TSI.
Robert E. Lee High School (REL), a component of the Tyler school district is the largest high school in
the East Texas area, hosting approximately 2600 students. REL employees over 200 faculty members.
Course offerings include college preparatory in all subject areas as well as advanced CTE programs of
study. AP courses are taught in English, Calculus, Statistics, Physics, Biology, Chemistry, American
History, World Geography, World History, Government, Economics, Computer Science, Art,
Psychology, Foreign Language and Environmental Science. REL also offers Dual Credit courses and the
International Baccalaureate Diploma Program.
The faculty and staff of Robert E. Lee promote and support student success and post-secondary
readiness through:

Designing rigorous and challenging curriculum with post-secondary goals in mind

Providing an atmosphere that emphasizes communication and cooperation
Partnering with parent and community members in order to provide a quality education for
all students

Robert E. Lees primary objective is to prepare students for the increasing academic rigor of high
school and eventually post-secondary education considered necessary to become a successful
member of the workforce.

This policy and procedures document will address the following subsystems: logistical subsystems,
course subsystems, regulatory subsystems, and student subsystems. Statements for which the
distance education program will abide by are listed under each subsystem.

Regulatory Subsystem

Students will be required to complete a needs assessment survey, this will allow the
Instructional Technology Specialist to create a program that focuses on the needs of each
learner.
The Instructional Technology Specialist will work closely with teachers and administrators to
create and implement a course that focuses on each students individual needs.
Each semester the program will be reviewed and assessed to determine if the students and
instructors needs have been met.

Course Subsystem

The school district will purchase software licenses for the use of the programs that will be
utilized by students and teachers.
An online help desk will be available to help when problems with the technology arise. The
teachers and students will receive help and assistance within one hour of the request.
The school district will provide course evaluations to help the Instructional Technology
Specialist understand the overall feelings of students.

Student Subsystem

Student enrolled in distance education courses will receive the same quality and academic
support as a student enrolled in a traditional course.
Courses will be designed to fit the needs of each learner in order to help develop the skills
the student is lacking.
The teacher will interact with the students and record progress on a weekly basis. This will
ensure student are receiving the assistance they need in order to excel in the program.

Logistical Subsystem

Faculty members will receive training on a yearly basis, this will keep faculty informed of
changes that have been made and how to better serve their students.
All equipment used should be easily accessible at minimal or no cost to the student.
Support staff will oversee technical support correspondents to ensure that each request is
completed promptly.

Instructional Technology Specialist will be readily available to assist students who encounter
complications during their course.

Accessibility

The school will work with the districts disability services to ensure students who have special
needs or accommodations receive the assistance they need. All accommodations and
modifications provided in a traditional classroom setting will be offered to distance
education students.
The school employees paraprofessional whose responsibilities are to assist students with
disabilities to ensure all accommodations and modifications are met.
Additional equipment will be furnished to students with disabilities who may require
specialized equipment to complete the course.
