WOODROW WILSON

BACKGROUND
Thomas Woodrow Wilson (December 28, 1856 February 3, 1924) was the 28th President
of the United States from 1913 to 1921 and leader of the Progressive Movement. He served
as President of Princeton University from 1902 to 1910 and was Governor of New Jersey
from 1911 to 1913. He led his Democratic Party to win control of both the White House and
Congress in 1912
Woodrow Wilson argued that the administration is an act of the executive government.
Through this, he admonished the students and scholars to study the inconsistency of the
administration. Before the 19th century, many political scientists busy with writing about
the constitutional form of government and the importance of popular power.

His title rests on his Seminal essay entitled The Study of public administration which was
published in the Political Science quarterly in 1887. Wilson wrote his essay, The Study of
Public Administration in the era of the Progressive movement which covered the last two
decades of the nineteenth Century
