pattern of the bureau and has not been assigned to a position
commensurate to his grade for two (2) years, shall be:

a. Eligible to file a case of Opression to the Civil Service Commission
b. Separated or retired from the service
c. Assigned to the Regional Office while waiting for the position
commensurate to his Grade
d. Given the option to choose his jail of assignments as a sort of
leverage
