WHEREAS,theClarkeCountySchoolBoardhastheresponsibilityindevelopingtheVision,
Mission,andBeliefStatementsforthedistrictwithanalignedstrategicplanthatsupportsincreased
performanceand

WHEREAS,allstudentscanandmustlearnatalevelthatleadstosuccessfulhighschool
graduationandpostsecondaryopportunitiesand

WHEREAS,accountability,effectivemonitoringsystems,andcontinuousimprovementare
priorityforeverysuccessfulsystemand

WHEREAS,innovativeandcreativelearningenvironmentsarecentraltotheeducational
experienceofourstudentsand

WHEREAS,effectiveinstruction,utilizingarobustsetofacademicstandardsforallstudents,
closestheachievementgapand

WHEREAS,teachersandleadersmustbeprovidedwithasupportiveframeworkofcollaboration
andprofessionaldevelopmentand

WHEREAS,theamountofstatetestingrequirementscompromisestheabilityofthisBoard,
districtleaders,teachers,andcommunitypartnerstoprovidetheeducationourchildrendeserveand

WHEREAS,thegrowthmeasures,asdefinedbythestateteacherandleaderevaluationsystems,
areconsumingneededenergyforteachersandleadersthatwouldbebetterspentontheeducational
experienceofourstudentsand

WHEREAS,theStudentLearningObjectives(SLOs)areineffective,astheyarenotvalidated
and

WHEREAS,theStateofGeorgiashouldworkcollaborativelywithschooldistrictstoensure
appropriatemonitoringsystemsareinplacethatempowerdistricts,andsupporttheteachingandlearning
processratherthanhinderingitand

NOW,WE,THEREFORE,theClarkeCountyBoardofEducation,requestoftheGovernor,
legislature,andStateBoardofEducation,toplaceonholdtheTeacherKeysEvaluationSystem(TKES)
andLeadersKeysEvaluationSystem(LKES),andenterintoacollaborativedialogueresultingina
broadbasedsystemthatsupportsstudents,teacher,andleadersinimprovingstudentachievementby
addressingthevaryingneedsofschooldistrictsand

WealsorequestthattheStatereconsiderHouseBill244,aswellastheconditionsunderRacetotheTop,
whichhaveplacedundueburdensonschooldistrictsstatewideandhaveresultedintheimpedimentofthe
learningofstudentsstatewide.ClarkeCountystudentsdeservebetter.Georgiansdeservebetter.
