1. Purpose
This document has been developed to familiarize Infrastructure Maintenance team
about pre-monsoon activity to be carried out in RJIL network.
2. Scope
This document will outline the general guidelines about pre-monsoon activity for all
telecom facilities.

4. Responsibilities
4.1. Lead - Power and Utilities
The Lead - Power and Utilities is responsible for the technical integrity of this
procedure. The Lead Power & Utilities or his / her nominated Deputy shall be
authorized for any changes in this procedure.
4.2. Chief Maintenance Manager (CMM)
Chief Maintenance Manager (CMM) is responsible for ensuring that all activities
related to this procedure are complied with and recorded as described in this
document.

4.3. Procedure Owner
The owner of this procedure is the Lead-Power & Utilities.
5. Description
5.1. Background
Effective O&M is one of the best method for ensuring reliability, safety, and efficiency
of equipment. Pre-Monsoon activity is an important part of effective O&M. It is very
essential that Telecom facilities get inspected before Monsoon arrival as prevention is
better than cure. Problems identified at right time, with proper resolutions, save
equipment from severe damage or outage. Telecom infrastructure/facilities consist of
Electronic infrastructure (Active) and Power & Utility infrastructure (Passive). Electronic
infrastructure includes base tower station, microwave radio equipment, switches,
antennas, transceivers for signal processing, OFC equipment and transmission
equipment etc. while Passive infrastructure includes Tower, Shelter/ Telecom Room,
Air-conditioning equipment (PAC),Chillers, Transformers ,LT/HT Panel, SEB Meter,
Diesel Generator(DG), Battery Banks (BB),SEB supply, site premises etc. The Pre-
Monsoon checkup is required for telecom facilities.

Monsoon is defined as a seasonal reversing wind accompanied by rain and storm. The
Rainy Season begins in India when the South West Monsoon wind approaches, typically
first week of June and lasts till the end of September.

Pre-Monsoon activity to be carried out before the onset of monsoon. Inspection must
be done for each & every equipment as mentioned in the checklist and defects are to
be rectified to ensure a satisfactory performance during monsoon.


5.2 Effect of Monsoon on Telecom Infrastructure-

Increased risk of electrocution if the accumulated water comes in contact with
exposed live conductors and equipment.
Monsoon aids the growth of vegetation surrounding Ground based mast, which may
increase risk potential of fire hazard and electrocution.
Chances of earth fault/ leakage at cable termination/glands increases.
Water seepage in the electrical panels may cause short circuit and damage to the
equipment.
Corrosion and rusting occur due to increased humidity and moisture in environment
during Monsoon. This can cause operational failures and defects on the surface of
the equipment.
Moisture on electrical terminals, increases leakage current, insulation failure and
short circuits
Lightning strike is a potential hazard and common during monsoon. Hence lightning
path, earth flat/grid connectivity to earth pits, surge arrestors must be checked
before monsoon.
Floods can occur due to very heavy rainfall. Troubleshooting of faults can be very
difficult as accessing GBM/RT-CSS can be difficult during flood conditions. Hence
equipment to be protected from splash/rain as far as possible.

5.3 Importance of Pre-monsoon maintenance activity-
Telecom Infrastructure pre-monsoon maintenance is essential in order to:
To mitigate potential hazard of electrocution, fire, short circuit, component failure
and for the protection of our resources and personnel safety.
Preserve the Telecom infrastructure in its working condition so that the network
remains unaffected in rainy season.
Provide efficient and reliable telecom infrastructure operation.
5.4 Pre-Monsoon Activity Frequency and Records-

Pre-Monsoon Check-up is to be done at all relevant sites as per below mentioned check
sheets and Three weeks before the onset of monsoon.

5.5 Pre-Monsoon Activity Description-
SP technician will visit the site on a pre-determined inspection date to carry out Pre-
monsoon activity in coordination with RJIL Infra Engineer and City Infra Lead. Pre-
Monsoon checks will include the inspection of facility and to take corrective measures
against the punch points observed during pre-monsoon check.
5.5.1 Pre-Monsoon Activity-GBM / RT-CSS
Pre-Monsoon activity of Ground Base Mast and Roof Top-CSS covers the inspection of
Mast, DC Rack, SEB Meter Box/Panel, Lightening protection and Earthing System, SMPS,
BB & Site premises.



A] Mast Pole (For GBM based Site)
i) Check for Mast foundation bolt tightness, rusting and repair the same.
ii) Check the Mast Civil Foundation for cracks, damages and rectify the same.
iii) Check and confirm that the mast door gaskets are in position and not damaged.
iv) Check mast door shall be closed properly so that water does not enter inside the
Mast.
v) Check and confirm that all unused cable entries are closed. The rainwater should not
enter the Mast through any cables entries.
vi) Check the closing of Multi Cable Transits-MCTs.
B] ODC Cabinet (For Roof Top-CSS Site)

i) Check for ODC foundation bolt tightness, rusting and repair the same.
ii) Check the ODC Civil Foundation for cracks, damages and rectify the same.
iii) Check and confirm that the ODC door gaskets are in position and not damaged.
iv) The ODC Door shall be closed properly so that water does no enter inside the
mast.
v) Use tarpaulin cover during PM/BM on monsoon season to avoid sudden shower and
water splash to electronic equipment.
vi) In monsoon prone area may be space heater for panels; dry silica gel pack for
electronic components can be used based on experiences to improve reliability.
vii) Check and confirm that all unused cable entries through PG Gland / Roxtec are
closed. The rainwater should not enter the ODC through the cables entries.
vii) Ensure that the alignment between ODC bays is intact & proper.
C) SMPS
i) Check that SPD cartridges provided in the SMPS are in healthy condition (green).
D) Battery Bank
i) Check any possibility of Leakage, moisture near BMS and take corrective actions to
prevent the same.
E) LIGHTNING PROTECTION & EARTHING SYSTEM
i) Check the lightning arrester continuity with the earth pit.
ii) Check all terminations in the earthing network /grid are tight and coated with
grease/moisture protecting paint.
F) GENERAL
i) Identify all underground cable joints, (both permanent & temporary) and rectify in
case any joint found week or IR value found lower than 1 Mega Ohms. Replace/
repair cables during PM/BM activities at the Facility.
ii) Check for any cracks / holes in ceiling / walls for possible seepage of water inside
building and block of the same. (Applicable to RT-ODC Site)
iii) Check about the proper drainage of water from roof and clean the drain pipes if
required.
iv) Check for previous history of flooding in the area. In case of flooding of surrounding
area, road access to facility is available or not to be envisaged. Disaster preparedness
to approach the site to be discussed with safety coordinator to be documented to
cater sudden outage of that site.

v) Conduct an Inspection of the supply feeder pillar/post of the Electric Supply
company along with their lineman and if any suspected/ vulnerable points are
noticed (hanging wire/ loose fuse wire , loose jumper wires where arcing can be
noticed easily at evening hours, nearby tree branches which may touch during storm
to be rectified with required permissions of authority.
vi) Check that poles for incoming SEB power line prior to Facility are in good condition,
guy wire properly fixed and in tension and not likely to damage in case of storm.
Take remedial action by liaising with SEB department for remedial measures. This is
important that incoming supply line to facility should be reliable and in working
condition during monsoon.
5.5.2 Pre-Monsoon Activity-AG3/AG2/SAG2/AG2+OTN/ILA Site

Pre-Monsoon activity of AG3/AG2/SAG2/AG2+OTN/ILA covers Site the inspection of
Electrical Panel Room/DG Room, Transformer, SMPS, Battery Bank, DG, Shelter,
Security Room and Earthing System.

A) Electrical panel room / DG Room
i) Plug all holes/ leakages of the Electrical Panel & DG Room. Check for cracks, old joint
damage. Also check for any water accumulation nearby Electrical Panel & DG Room.
ii) Check that the water accumulated in the cable chambers do not get entry through
the electrical pipe/ducts, Check and confirm that all unused cable entries, duct ends
are closed by puff sealants.
iii) The switch room shall be closed securely to prevent entry of rodents / birds .
iv) During the first rain check for any water leakage/seepage through the expansion
joint /cracks between section of slab. Ensure no water accumulation takes place
inside the room. Ensure drainage is clear. Provide the proper drainage.

B) Transformer
i) Check the condition of silica gel in the breather and reactivate if found color changed
to white/pink. Also check the breather for damage/crack of the container & O ring.
ii) Ensure the presence of rainwater drainage facility from the transformer bay &
nearby areas.
iii) Ensure that the terminal boxes of radiator fan motors (if provided) and instrument
connections are sealed properly.
C) SMPS
i) Check the SPD Status is in Healthy condition (green color) , replace if found defective
(red color).
ii) Check all the cable glands approach to SMPS and close the all gland Openings.
D) Battery Bank
i) Check any water seepage/sign of water/ moisture on Battery bank Module or CBMS
Unit and take corrective actions to prevent the same.
E) DG
i) Check DG Canopy Status & ensure no water seepage into DG Set & in Diesel Tank.
ii) Check cleanliness inside DG Canopy.
iii) Check the fill cap is in place and with proper seal/O ring to prevent water entry.
iv) DG fitted in basement to be provisioned with sump pump, to be in working
condition.
v) DG foundation to be in sufficient height, wherever possible, to avoid water entry
inside DG canopy (to envisage during project work).

F) Lighting/Fixtures
i) Check and confirm that water does not get into the fixtures.
ii) Ensure that all cable entries are tight & sealed to prevent water seepage.
iii) Cables entering from side and top shall be sealed adequately.
iv) Check and confirm that unused entries in the junction boxes are sealed & Lighting
junction boxes installed outside shall be adequately covered
v) Check and confirm that the glass in well glass bulkhead fitting is intact.


G) Electrical Panels
i) Cable entries shall be sealed completely.
ii) Check and confirm that the door gaskets are in position and not damaged.
iii) For panels mounted on skids, ensure provision of water drainage.

iv) Check rain water sheds are intact. Before start work during rain, use tarpaulin cover
to avoid sudden splash/shower water entry to SMPS / Electrical equipment

H) Facility buildings
i) Wherever the lighting board is located on outdoors/ wall, ensure that those are
properly closed and switchboards are doubly earthed.
ii) If there is any seepage on the wall where light/fan control switches are installed,
take corrective action.
Caution: Do not touch a wet switchboard without isolating the incoming supply.
I) Tools tackles/equipment
i) Dewatering pumps wherever installed shall be in working condition.
ii) Ensure availability of Torch, spare new/charged battery, Emergency Hand Lamps for
temporary lighting during power failure.
iii) Ensure availability of Polythene sheet / Tarpaulin for any emergency covering over
panels
iv) Check PPEs like (Earth Discharging device, hand gloves, helmet etc.) are kept inside
shelter/room. No maintenance or inspection allowed with bare foot as per safety
norms.

J) Stores
i) Transformer Oil drums shall be kept on raised ground/on sleepers. The drums shall
be kept horizontally with their caps parallel to the ground.
ii) Panel boards shall be stored under cover alternatively tarpaulin shall be provided.
iii) Batteries to be kept over wooden board/pallets. Do not open battery cartons unless
require to charge/send to site for installation. BMS cards are prone to
damage/malfunction in presence of moistures. Place silica gel pouches inside carton
to keep dry atmosphere.
iv) Ensure electrical materials, motors, battery, switchboard if stored in the open space
are adequately covered with double cover of tarpaulin and plastics. Those to be
securely tied with ropes and placed over wooden platform. Avoid low flood prone
area to store equipment. Ensure the area does not get waterlogged during rain and
adequate drainages are maintained.



K) Telecommunication system & Fiber-
i) Check and confirm that all underground cable joints are identified & Closed
ii) Unused cable openings in the Telecom equipment are plugged/sealed
iii) All tag block boxes shall be properly closed.

iv) All entries for fittings of Optical Fiber / Duct / RF Cable are properly sealed with
proper size of glands. Use puff sealant wherever required.
v) Water seepage/travel along with RF/fiber cable to expensive equipment are very
common. Take preventive measures to avoid such issues during this monsoon
preparedness.

L) Security Room
i) Control panels of electrically operated gates shall be protected against rain.
ii) Any lighting switchboard or meter box installed on the outside to be protected with
rain shed and plastic cover suitably.

M) Lightning Protection & Earthing System
i) Check all terminations at earth-pits and in the earth grids are intact,nut bolt joints
are tightened, not corroded. Rusting to be cleaned and Zinc patch to apply wherever
required.
ii) Check the lightning arrester continuity with earth pit.
iii) Check individual earth pits for loose connection, pit covers, wire mesh cleanliness.
iv) Check earth pits near transformer for double earthing & grid connectivity.
v) Check earth resistance of each earth pit & ensure it is as per RJIL Standard.

N) General
i) Identify all underground cable joints, both permanent & temporary and rectify in
case water logging nearby. Use proper water proof tape & sleeves. Use RIL approved
joint kit to avoid failure when comes in contact with water.
ii) Air filters are of HVAC shall be cleaned before the monsoon.
iii) Adequate precautions and care to be taken, while cleaning the drains, as in certain
places cable might cross the drains.
iv) Check about the proper drainage of water from roof and clean the drain pipes if
required.
v) Check storm water drains for level, clean / clear leaves, debris.
vi) Check in case of flooding of surrounding area, road access to facility will be there.
vii) Check for previous history of flooding in the area and plan for raising the foundation
of ODC or DG set, Pre fab shelter etc. wherever High Flood Levels are identified and
marked.
viii) Prepare the budget report get sanction and complete the activity before the
monsoon.
ix) Conduct a pre-monsoon Inspection of the supply feeder pillar/post of the Electric
Supply company along with their lineman and if any suspected/ vulnerable points are
noticed ( hanging wire/ loose fuse wire , loose jumper wires /,joints which are arcing

can be noticed easily during dark hours, tree branches hanging closely to trim with
proper permissions wherever rectified.
x) Check for Pole/Tower foundation bolt tightness, rusting and repair the same.
xi) Clean crawling vegetation and trees near transformers and substation live
equipment, EB Panels which may create short circuit/earth leakage.
xii) Replace/repair cables which are problematic or have insulation partially damaged,
during planned PM activities at the Facility.
xiii) Check the Facility Wall Boundary / Fencing Status for any damaged condition ( if
applicable ) or water logging near walls, rectify accordingly
xiv) Take Shelter Roof Top Water Test (If required)
xv) Check that there is no water accumulation in the Facility that might get entry into
electrical installations such as electrical room cable trench, junction box bottom
cable way, cable ways, DG set.
xvi) Check that poles for incoming SEB power line length prior to Facility are in good
condition. Guy wires to be in tension to keep the pole straight to avoid damage in
case of storm, heavy rain. Raise matter with SEB for remedial measures. Some faults
have also been experienced due to tree falling on SEB lines. Patrol the supply line
before monsoon and if required permission to be sought from local authorities to cut
the branch which may touch/disturb power supply towards facility.
You are the best judge of your facility. Use the checklist, your experience to mitigate the
risk with Monsoon preparedness to achieve best reliability of Telecom assets.
