Republic Act 9003: The Ecological
Solid Waste Management Act of 2000
institutes measures to promote a more acceptable system which
corresponds to the vision of sustainable development.

aims to merge environmental protection with economic pursuits,

recognizing the re-orientation of the community’s view on solid waste,
thereby providing schemes for waste minimization, volume reduction,
resource recovery utilization and disposal
Ecological Solid Waste Management Act of 2000

 Mandatory segregation at source

(Section 21 RA 9003) Avoidance

 Mandatory segregated collection; Reduce

(Section 1 Rule X, IRR)
Reuse
 Mandatory waste diversion goal of at
least 25%;
(section 20 RA9003) Recycle

 Establishment of Materials Recovery

Facilities; Treatment
(section 32 RA 9003)
Residuals

Ecological Solid Waste Management Act
(RA 9003)

1. Reduction of Wastes Being Generated

2. Reduction of Wastes to be Disposed, via:

a. Recycling
b. Composting

Undertaken through Materials Recovery

Facilities (MRF)

1. Safe Disposal of Residual Wastes (e.g. Sanitary

Landfill or Eco-Center)

Objective: “Zero Basura”

STATUS
National Solid Waste Management Program

Reduction of wastes to be disposed

→3,038 operational MRFs servicing a total of 3,362 brgys out of 42,000 brgys or a compliance rate of 8.0%

Act is due to the following:

1. Lack of Funding

2. Social (throw-away mentality, Not-In-My-Backyard

syndrome)
THE PROGRAM : G M
REEN OVEMENT GENDA A
(Memorandum from the President dated December 23, 2008)

The program calls for a holistic, scientific,

rights-based manner of managing the
resources observing the principle of multi-
use, decentralization and devolution and
active participation of local government
units.
The Zero Basura Action Plan for 2009
calls for the harmonization of various
horizontal and vertical local actions on the
management of the environment, with
special focus on solid waste management,
the very basic environmental concern that
affects and involves each and everyone….
from the Uplands to the Coastal Areas.

HARMONIZATION OF VARIOUS LOCAL
ACTION
FROM HORIZONTAL TO VERTICAL ACTION (INTERCONNECTION INTO ONE ACTION)
Strategies for Local Action

Financial and Enforcement

 Provision of incentives/disincentive

 Implementation of the National Government-Local Government Cost

Sharing Scheme for Solid Waste Management Services:

 MRF
 Safe Disposal Facility (closure and rehabilitation of open and controlled
dumpsites, sanitary landfill)

 File administrative charges to non-complying local government units

 3 strike policy : issuance of reminders/notification

Responsibility Centers: NSWMC, DOF, Ombudsman

Strategies for Local Action
Access to Available Technology and
Capacity Building Bioreactor
 Strengthen the Operationalization of Materials
Recovery Facility/System

 Mandatory backyard composting to all LGUs.

 Mandatory provision of biogas digester to all

wet markets

 Provide market for compost and recyclable

materials

 Promote organic farming using fortified

compost

 Promote green charcoal technology

***Resource mobilization and technical assistance

Building

 Organize members of the informal

sector engaged in recovery of
recyclable materials to form a
cooperative or association;

Responsibility Centers: LGUs,

DSWD, NSWMC
Strategies for Local Action
Enforcement
 Enforce extended producers responsibility through:

 Buy-back scheme (waste markets, Recyclable collection event)

 Deposit-refund scheme

 Bring-your-own-bag (eco-friendly bags) (eg. SM green Bag, Los Banos

initiative through use of paper bags)

 Provision of incentives (e.g. tax rebate)

Responsibility Centers: Private sector, DTI, DENR, BIR

Strategies for Local Action
Public Advocacy and Social Marketing
Promotion of Residual waste management
 Adoption of alternative technologies
that processes residual wastes to
useful products;

 Provision of market for products

from residual wastes (eg. Linear
Parks along Pasig River used
concrete products from residual
wastes fron the Municipality of
Teresa)

 Adoption of the co-processing of

residual wastes to cement kilns
(e.g HOLCIM)
Responsibility centers: LGUs, DOST,
DTI, other partners
Strategies for Local Action

Public Advocacy and Social Marketing

 Continuous Massive IEC
 Orientation/forum with representatives of each
government agency

 Cluster LGU summits/workshops/conferences (1st Quarter)

 Responsibility Center: DENR, LPP, LCP, LMP, LnB, other
partners

 Multi-media Campaign

• Responsibility Center: DENR, PIA, other partners

Strategies for Local Action
Public Advocacy and Social Marketing
 Continuous Mainstreaming of the ESWM in the
Educational system through:
 Replication of the eco-savers passbook
 Mandatory establishment of the S-I-G-A (school in a
garden using compost produced in the school)

Responsibility Center: DepEd, DENR, DA,
