To authorize the Secretary of the Interior to extend grants
and other assistance to facilitate a political status public
education program for the people of Guam.

1 Be it enacted by the Senate and House of Representa-


2 tives of the United States of America in Congress assembled,
3 SECTION 1. SENSE OF CONGRESS.

4 Congress reaffirms that it is the responsibility of the


5 Secretary of the Interior to advance the economic, social,
6 and political development of the Territories of the United
7 States.

2 CATION PROGRAM.

3 The Secretary of the Interior may, in exercise of the


4 administrative authority granted under section 3 of the
5 Organic Act of Guam (48 U.S.C. 1421a), extend to the
6 Government of Guam and its agencies and instrumental-
7 ities assistance, including assistance in the form of grants,
8 research, planning assistance, studies, and agreements
9 with Federal agencies, to facilitate a public education pro-
10 gram regarding political status options for the Territory
11 of Guam.
