EDUCATION)
Gwen Samuel speaks at the YALE Education Leadership Conference Second
Bounce Session .She speaks about the power of parents in shaping Public Education
policy regarding parent empowerment laws such as California Parent Trigger law
and Connecticuts parent empowerment law, so called Parent Reform Trigger which
gives parents legislative redress through School Governance Councils, allowing them
to make recommendations for a school improvement model that supports turning
around a systemically low-performing school.
Ms. Samuel speaks about Parenting Magazines MOMCONGRESS. Ms. Samuel
as one of 51 moms from across the country to represent their state at the inaugural,
March 2010 Mom Congress on Education and Learning Conference at Georgetown
University in Washington, D.C.

Ms Samuel speaks about how great Head Start was in her life. The Head Start
Program is a program of the United States Department of Health and Human
Services that provides comprehensive early childhood education, health, nutrition,
and parent involvement services to low-income children and their families
Ms. Samuel also speaks about Connecticuts parent victory to end the arrest of
parents charged with school residency/zip-code education violations. On June 24,
2013, legislation was passed with consent of the Senate and signed into law by
Governor Dannel P. Malloy.
Ms. Samuel speaks about American Federation of Teachers attack against
Connecticuts parents with a National training to Diffuse the Parent Connecticut

to equitable educational opportunities .

Ms. Samuel states but through all the struggles to ensure parents have the legal
power to help their children succeed in the classroom and life, she stands by her
conviction that a parent MUST never negotiate the safety and educational well being
of a child. Therefore, Ms. Samuel continues to state very clearly that the parents,
community and students are the second bounce to the education reform
movement. Parents are the wild card, Parents are the GAME CHANGERS!
