Dear Craig, It was a pleasure to meet you in person. I am extraordinarily impressed with your mission and passion. While it is great to work with federal agencies and small businesses, we find the most satisfaction and enjoyment in working with passionate advocate of open government like yourself. Please review our proposal and give us your feedback. As I read, and reread, and read again your documents and requirements; I have realized that this is already a massive project and Im sure we havent seen all of the requirements yet. I think we all agree that what is most important at this moment is to get something out there that is usable to establish your brand, vision, and mission. We need to produce something in the next month to six weeks for under $20,000 that will enable your target web visitor segments to find it, join it, and start using it. So, my proposal would be to identify the target audience, develop wireframes, designs, and implementation the features of parent site and sub-chapter sites that allow sub-chapters to come in and start creating their own content. The home page would aggregate all content and we could organize it by various subjects and media types. This would be the minimum viable product to start with. We can add dynamic maps, match making, and chapter meetups in the second phase to be time and cost efficient. To do everything you have asked and to do it well is probably several months of engineering, design, development, testing, implementation, and revision, but with agile strategy we can be fast. We have determined the most important goal is to get something out there that is usable and able to establish the web presence and content management you need. In the next month to six weeks, our developers will enable your target visitor segments to join it and start using it. Through this, we can create the ability for you to launch IMAGE hub, allow chapters to establish their presence, provide a single, cost-effective content management platform, and get the ball rolling. This would be centered around Theme #4 CONTENT-DRIVEN site built around data-driven content and narrative reporting. Upon agreement, the development can start immediately. In order to design and implement a content management platform for 'IMAGE hub', our design team will be partnering with high tech development teams located in Washington, DC to reduce costs and time of implementation. We will provide server hosting, maintenance for all websites and technical support through one of the most renowned and cost effective commercial open source vendors. Services INPULSE will facilitate the interaction between the client and development teams. In addition, we will provide a trusted source of quality assurance and certification through our expert Knowledge networks. Agile Development As practiced by our development team, the benefit to Agile Development is that you see results faster; you get them into the hands of consumers more quickly, get feedback on these deliverables, and use the feedback of your clients to determine the future direction of the product. More importantly if the projects ever were to lose funding or leadership, you will have complete functional software that is deployed and working. The work performed will have been put to use and not have been wasted. Agile Development works as follows: Describe a vision Brainstorm a wish list of features Weigh each feature according to its estimate time and cost to develop Rank and prioritize these features based on low-hanging fruit: o Biggest impact or value at the o Lowest cost o Shortest amount of time to deliver Schedule a short (2-3 week sprint) that enables you to deliver completed functionality

Server Hosting & Maintenance Our hosting partner is a commercial company providing products, services, and technical support for open source software. With this service you will have access to moderated support forums, cloud services and extensive content library.

PROJECT TIMELINE
According to priority, we think a Drupal implementation that features a parent site and subchapter sites would be the most appropriate for your needs. The home page would aggregate all content and will be organized by various subjects and media types, provide analytics, and allow management of all sub-chapter sites in one place. Following the Agile Development model, short 2-3 week sprints will produce completed deliverables that work toward the goal of the 6 themes in the most time and cost effective manner. Therefore, according to the priorities of the IMAGE hub project, each sprint will be set to tackle the next most crucial theme and/or sets of functionality. Our partners recommend focusing on one website theme at a time, one major set of functionality at a time, one deployment at a time. INPULSE might also consider deploying a pre-developed Drupal theme to initially debut the site and then quickly iterate on that theme in future sprints and releases. PHASE I Initial Deliverables (1 month 6 weeks): to commence on finalization of contract Build a Drupal-based family website, acting as a portfolio website. It will feature subordinate affiliate sites that are allowed to maintain and manage their own content independently from within a single content management system, framework, and theme structure. Build THEME #4 CONTENT-DRIVEN site around data-driven content and narrative reporting as a template for all subchapter sites. This will allow subchapters to come in and start creating their own content.

PHASE II Build THEME #1 based on provided wireframe. This can be quickly adapted from the THEME #4 subchapter site. Build THEME #2 EVENT-DRIVEN site. Also adapted from THEME #4 subchapter site. Configure THEME #6 to be apart of IMAGE hub.

PHASE III Build THEME #3 according to given requirements. This will also be quickly adapted from the THEME #4 subchapter site. Build THEME #5, SUPERSITE (unless this is supposed to be the main Parent website, it's not clear to me).

COST ESTIMATE
Our estimated monthly burn rate is 216 hours at a $20,520 based on the following team structure: Project Manager Designer CMS Developer Quality Assurance Total Full Time Employees (FTE) Development costs 1.5 x 144 x 95 $20,520 Service costs $3,078 Total: $23,598 Payment Process According to our standard service agreement, invoices are prepared on the first day of the month for work performed in the previous month against a not-to-exceed limit. Terms of payment are net 30 days. Work performed in July, for example, will be invoiced on August 1st and due by September 1st against the total project cost. We have presented a proposal that facilitates flexibility for your organization to meet your most important requirements up front, followed by your less urgent requirements in the near future. The World Bank citizen platform is an online tool to improve the knowledge exchange between the World Bank and the common citizen. The platform was designed to be easily adapted to both computers and mobile devices so that the World Banks information is highly accessible to the public. INPULSEs goal is to take the information stored in the World Banks extensive database and transform it into an engaging website that supports a transparent framework particularly for citizens, and all other users surrounding World Bank projects and initiatives.
