    GAR"AGE AND OT#ER !ORMS O! $NCLEANLINESS AND !OR OT#ER P$RPOSES WHEREAS, one of the principal aims of the New Society is to effect social, economic and political reform through discipline and order; WHEREAS, a healthy citizenry is a ital factor in !ringing a!out these reforms; and WHEREAS, to attain these o!"ecti es it !ecomes the duty of e ery citizen and resident of the #hilippines to $eep his en ironment or surroundings clean and wholesome; N%W, &HERE'%RE, (, 'ER)(NAN) E* MAR+%S, #resident of the #hilippines, !y irtue of the powers ested in me !y the +onstitution, do here!y order and decree, Se%&'o( 1. Any pro ision of e-isting laws to the contrary notwithstanding, all citizens and residents of the #hilippines; all uni ersities, colleges and schools and other similar institutions, pri ate as well as pu!lic; all commercial and industrial esta!lishments such as hotels, restaurants, hospitals, cinema houses, pu!lic mar$ets, department stores, groceries and the li$e; all pu!lic con eyances; all residential houses; and all other esta!lishments of any $inds, shall underta$e the cleaning of their own surroundings, their yards and gardens, as well as the canals, roads or streets in their immediate premises* All gar!ages, filth and other waste matters, shall !e placed in the proper receptacles for the disposition thereof !y gar!age collectors* Se%&'o( 2. Any person, who shall litter or throw gar!age, filth, or other waste matters in pu!lic places, such as roads, canals esteros or par$s, shall suffer an imprisonment of not less than . days nor more

    than one year or a fine of not less than #/00 nor more than #1,000*00 or !oth such fine and imprisonment at the discretion of the +ourt or tri!unal, without pre"udice to the imposition of a higher penalty under any other law or decree* (f the iolator is a corporation, firm, or other corporate entities, the ma-imum penalty shall !e imposed upon the president, manager, director or persons responsi!le for its operation* Se%&'o( ). %wners of idle lots in 2reater Manila are re3uired to $eep their idle lots clean to pre ent them from !ecoming the !reeding places of mos3uitos, flies, mice, rats and other sca engers* (n the e ent of their failure or ina!ility to comply with this o!ligation, the go ernment shall underta$e the cleaning of said lots at the e-pense of the owners* &he go ernment may, through the 4arangay +ouncil, further utilize the land for its food production program* Se%&'o( *. &he Secretary of #u!lic Wor$s, &ransportation and +ommunications, with the assistance of health officials and local go ernments concerned, shall super ise the implementation of this )ecree* Se%&'o( 5.
