org Developing Countries Lack Capacity To Take Advantage Of Marrakesh Treaty 18 DEC 2013 The WIPO secretariat, in order to facilitate the implementation of the (Marrakesh) treaty, will organise events alongside the next sessions of the WIPO Standing Committee on Copyright and Related Rights (SCCR), covering a different topic at each session. This weeks topic was Authorized Entities Agents for Accessibility, according to the secretariat. Ms. Sullivan says in discussing an Authorized Entitys obligation to limit distribution of accessible copies to beneficiary persons or to other authorized entities beginning at 11:59 (my rough transcription): But of course the requirements are qualified in the Treaty. The Authorized Entity is required to establish and follow its own practices to meet these four obligations. This therefore doesnt seem to require any (validation?) doesnt seem to me that governments need to have any role in checking or monitoring anything if the entity must simply have its own practices to comply with these obligations. But it may be that the government still has some responsibility if they were aware of an Authorized Entity that is known to disregard these obligations.
