1.Hire new managers for the Packaging department(Packaging) and hold a company meeting 2.Promote employees of Packaging into management and hold a company meeting 3.Transfer the manager from Planning and another manager to Packaging and hire a managers for Planning and the other department and hold a company meeting

Recommendation

Hold a planning dept meeting within one week Hold a company wide meeting within 2 weeks Transfer the managers and hire the new managers within 1 month Display productivity results for each month After 1 year review the current status

Contingency Plan
If manage cant be transferd than hire a new manager. If there is no improvement within next yaer than try job rotation, re-arranging the facility, Try giving production incentives.
