EXECUTIVE ORDER NO. No. ____ s 2013

AN ORDER RECONSTITUTING THE DAGUPAN CITY HIV-AIDS COUNCIL AND DEFINING ITS FUNCTIONS WHEREAS, Republic Act No. 9208 and Republic Act 9262 are the two (2) national laws which provide stronger mandates and directives towards addressing trafficking and violence against women and their children; WHEREAS, Joint Memorandum Circular 2012-01 of the Department of the Interior and Local Government (DILG) , the Department of Social Welfare and Development (DSWD) and the Department of Justice (DOJ) dated October 18, 2012 provides for the creation of the Local Committees on Anti-Trafficking and Violence Against Women and their Children in the provincial, city and municipal; WHEREAS, R.A. 7160, the Special Protection of Children Against Child Abuse, Exploitation and Discrimination Act provide for stronger deterrence and special protection against child abuse, exploitation and discrimination, and its corresponding penalties; NOW THEREFORE, I, BELEN T. FERNANDEZ, City Mayor of Dagupan, by virtue of the powers vested in me by law, do hereby ordain:

Section 1. CREATION: There is hereby a COUNCIL to be called the Dagupan City Local HIVAIDS Council; Section 2. COMPOSITION . TORRES, City Schools Superintendent P/SUPT. CHRISTOPHER N. ABRAHANO, Chief of Police , PNP COUN. JOAQUIN D. REYES, President, Liga ng mga Barangay COUN. JOHN CHESTER C. Section 3. POWERS & FUNCTIONS. For the attainment of the aforestated purpose, the Dagupan City Local HIV-AIDS Council shall be charged and vested with the following powers and functions; a. Formulate policies and strategies for the prevention and control of STI , HIV, and AIDS; b. Prepare short, medium, and long term plans for the prevention and control of STI , HIV, and AIDS; c. Monitor and evaluate the implementation of its programme and plans, campaign and strategies; d. Organize and encourage owners/operators/ managers of night entertainment establishments or any establishments that may cater to commercial sex work to actively participate in the prevention and control of STI, HIV and AIDS ; e. Indentify and recommend priorities and gaps in the local STI, HIV, and AIDS related cases; f. Spearheads the conduct of IEC activities in the different communities and barangays; g. Initiate skills capability building , advocacy programs, and develop strategies to benefit the people with high risk of contracting STI and HIV; h. Monitor coordination with the City Health Office , Department of Health on STI , HIV, and AIDS cases; i. Oversee the implementation of policies, programmes and activities of the Council; j. To perform all other tasks and functions related to the overall objective in the prevention and control of STI, HIV, and AIDS in the City of Dagupan.

Section 4. MEETING: The Council shall meet at least once every quarter or as often as may be necessary by serving notice to all members at least before meeting. Section 5. SECRETARIAT OF THE COUNCIL: The Secretariat of the Council shall be from the staff of the City Health Office or Social Hygiene Clinic. They will perform the following duties and functions; a. Prepare the agenda of the meetings of the Council and record the minutes of the same; b. Shall keep all the record of the Council; c. Collate reports from the member agencies of the Council; d. Submit to the Chair copy furnish the Vice-Chair of the Council an Annual Accomplishment Report of the Council. Section 6. EFFECTIVITY. This order shall take effect immediately upon signing hereof, shall remain in full force and effect until revoked in writing by the undersigned .
