CONSTITUTION of the Channel 6 Student Programming Association


ARTICLE I. NAME This organization shall be known as the Channel 6 Student Programming Association. ARTICLE II. Section 1. OBJECTIVE Purpose The purpose shall be to create a liaison between students and the Channel 6 director. Section 2. Objectives The major objectives shall be to: (1) ensure student requested content is played on Channel 6, (2) to assist students in the creation of their own content, and (3) while always seeking to improve the overall quality of Channel 6. ARTICLE III. Section 1. MEMBERS Eligibility A. Membership to the Channel 6 Student Programming Association is open to all students enrolled at the University of Central Arkansas. Any member or officer having two unexcused absences a semester from any meeting or event may be removed from the organization. A two-thirds (2/3) vote must be obtained to remove the individual.

ARTICLE IV. Section 1.

DUES AND FINANCES Accounting Year The accounting year for the Channel 6 Student Programming Association will be from July 1 to June 30th. The funds of this organization shall be accrued by fees, fines, dues, and by such other means as the Association may determine.

Section 2.

Dues

A. Dues shall be $15 per semester and will be collected by the Treasurer no later than the second meeting of the fall term from all members of the Channel 6 Student Selection Association. B. All dues will be applied to the cost of activities of the Associations choosing.

Section 3.

Monetary Transactions In order for a monetary transaction to take place (sign check, deposit, etc.) and be authorized, it must be approved by both advisor and Treasurer. Channel 6 Student Programming Association transactions shall have the signature of the Treasurer and advisor.

Section 4.

Contracts

In order for a contract to be binding, both advisor and President must sign the contract. All contracts must comply with Board of Trustees Policy #416. Section 5. Dissolution of Club and Allocation of Remaining Funds Should the organization be dissolved for any reason, all the monies shall be donated to Channel 6. ARTICLE V. Section 1. EXECUTIVE OFFICERS Requirement of Executive Officers The officers of the Channel 6 Student Programming Association, must meet the following requirements: (1) have a 2.000 cumulative grade point average; (2) be an enrolled student in good standing with the University of Central Arkansas. Section 2. Executive Officers and Duties A. Executive President Shall preside over regular and executive meetings, coordinate group activities, and communicate with the officers and advisors on all matters. Executive Vice President Shall assist the President and preside over meetings in the absence of the President. Shall be chair of the Membership Committee. Vice President of Operations Shall ensure overall effectiveness of the Association by managing all equipment, and being the overall content creator and maintainer of the Association.

D. Treasurer Shall collect dues, pay bills, oversee other monetary transactions including fund raising and social activities, and prepare and maintain an annual budget. E. Public Relations Chair Shall coordinate recruitment and selection of new members during each fall semester, advertise and market, manage social networks, and maintain Associations positive image. Historian Check attendance at functions, receive and review excuses for absences, and document events.

A.

Elections shall be held at the first regular meeting during the month of August. A simple majority vote will elect. Newly elected officers shall assume responsibility at the meeting following elections. The term of office for officers shall be two semesters.

B. Section 4.

Replacement of Officer Vacancies In case of a vacancy in any office, a new officer shall be elected to complete the term. Such election shall be held during the meeting following that which the announcement of a vacancy takes place. The Vice President for the remainder of the term, however, shall occupy the office of President.

Section 5.

Removal of an Officer Officers are subject to removal from office by the Channel 6 Programming Association and/or the Associations faculty/staff advisor should the requirements in Article V, Section 1 be violated. A two-thirds (2/3) vote is required to remove an officer.

ARTICLE VI Section 1.

MEETINGS Regular Meetings The regular meeting of the Channel 6 Student Programming Association shall be held once per week, time and place to be decided at the first meeting of the academic year.

Section 2.

Called/Special Meetings Special meetings may be called by the president or a majority of the officers. The purpose, time and place shall be stated in the call of the meeting and at least 36 hours written notice shall be given to all members.

Section 3.

Quorum Defined

A quorum shall consist of a majority of the membership and must be present to conduct business. ARTICLE VII Section 1. COMMITTEES Standing Committees A. Membership Committee the Membership Committee will be responsible for recruiting new members and retaining current members. The Membership Committee will consist of all of the Executive Officers with the Vice President being the chair. Original Program Committee the Original Program Committee will be responsible for overseeing the production of the Associations own

original program. The President shall appoint the chairman and members of this committee. Section 2. Special/Ad hoc Committees Special committees shall be created, as the Channel 6 Student Programming Association deem necessary to carry on the work of the organization. The President with majority approval of the Association members shall appoint the chairman and members of such committees. ARTICLE VIII Section 1. ADVISOR Selection A. The advisor must be a faculty/staff member. Preferably the standing Channel 6 Director. The advisor shall be selected by a majority vote of the membership at the second regularly scheduled meeting in the fall and serve for two (2) semesters or one (1) year term.

The advisor shall be available to the President and to the best of his/her ability, see that the organizations purposes/activities are within The University of Central Arkansas and Channel 6s policies. ARTICLE IX PARLIAMENTARY AUTHORITY The President shall have executive control over the governing of the proceedings of the Association. The Student Programming Association shall act as an autocratic organization. However, The President shall listen to every members voice of concern or programming request. During general body meetings the Historian shall preside as parliamentarian. ARTICLE X AMENDMENT This constitution may be amended at any regular meeting of the Channel 6 Student Programming Association by a two-third (2/3) vote of the entire membership, provided that the amendment has been submitted in writing at the previous regular meeting.
