Manpower Planning Manpower Planning is done once a year based on the targets and goals sets by the VW Group and the dealership. They both in assistance with each other set a reasonable target for them to be achieved. After a target has been set, sales or service targets, the maximum possible sales target achievable by one person is taken into account and accordingly the human resource plan is made as to how many new employees to recruit or how to have how many job vacancies in that particular field or department.
