Petrotrin is again moving forward with its quest for an increased water supply. Readers may remember that Trinidads state-owned crude oil refinery in Pointe-a-Pierre, Trinidad had conducted several bidding exercises in 2008 and 2009. Those efforts culminated in the award of a 10 MIGD (12 MGD) SWRO project to IDE over three other bidders. However, before the contract documents could be signed, Petrotrin decided not to move forward with the project. This past December, Petrotrin issued a new Invitation to Bid (ITB) for a temporary, 3.5 MIGD (4.2 MGD) brackish water filtration plant to be bid on a build-own-operate (BOO) basis. Prices were to have been furnished for six, 12 and 24-month time periods by 4 January, with a guaranteed supply to be provided by 1 March 2012. Petrotrin has not released bid results for the tender. WDR has learned that Petrotrin will soon reissue an ITB for a packaged 4.5 MIGD (5.4 MGD) SWRO plant and a permanent 10 MIGD (12 MGD) SWRO plant for the Pointe-a-Pierre Refinery. The new ITB could be available by the end of January.
