Oveta Culp Hobby Elementary Library Policies Description of Oveta Culp Hobby Elementary Library The mission of the OCHES Library is to provide access to services and resources to students, staff, and parents in the OCHES community. The resources available support the C-SCOPE curriculum of Killeen ISD, remaining current, diverse, and appropriate to users of the OCHES Library. As reading is the foundational skill for all learning, the library program supports student mastery of information literacies, including textual, digital, visual, and technological. Following the Standards of the 21st Century Learner as developed by the American Library Association as a framework for student learning within the multiple literacies, the OCHES Library is a space devoted to encouraging student inquiry, critical thinking, sharing of ideas and knowledge, and reading for understanding and enjoyment. OCHES Library provides a variety of print and nonprint resources. The library offers a space for reading and research. In addition, there are computers available for use of library patrons. The librarys collection reflects the school communitys needs, the district curriculum, and materials in many formats to promote lifelong readers and learners. Mission of Texas School Libraries The mission of the school library program and school librarian is to ensure that students, teachers, administrators, and staff are effective users of ideas and information. This mission is accomplished by: Providing intellectual and physical access to materials in all formats; Providing instruction to foster competence and stimulate interest in reading, viewing, and using information and ideas; Collaborating with other educators to plan, design, teach, and evaluate information literacy learning experiences to meet the needs of all students; Demonstrating effective leadership strategies in the administration of the program and in making connections to the broader learning community. Mrs. Kristin Coffield- Librarian The American Library Association affirms that all libraries are forums for information and ideas, and that the following basic policies should guide their services. I. Books and other library resources should be provided for the interest, information, and enlightenment of all people of the community the library serves. Materials should not be excluded because of the origin, background, or views of those contributing to their creation. II. Libraries should provide materials and information presenting all points of view on current and historical issues. Materials should not be proscribed or removed because of partisan or doctrinal disapproval. III. Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment. IV. Libraries should cooperate with all persons and groups concerned with resisting abridgment of free expression and free access to ideas. V. A persons right to use a library should not be denied or abridged because of origin, age, background, or views. VI. Libraries that make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable basis, regardless of the beliefs or affiliations of individuals or groups requesting their use. Library Users OCHES Library is open to campus staff, students, and parents of the OCHES community. The students at this school range from prekindergarten to the fifth grade. All staff, including district-wide staff, is welcomed to use the librarys resources in person or through the interlibrary loan program. Currently, library has an average of about 20,000 resources, including books, books on tape, magazines, videos, class sets of books, educational games, themed kits, newspapers, music, big books and teacher resource books. We plan to provide eBooks starting in the 2012-2013 school year. Selection The selection of resources for the library are the responsibility of the librarian. Selection of resources is based on annual book lists such as the Texas Bluebonnet List, the American Library Association Best Books list, and the Texas 2 X 2 list, and literary awards such as the Caldecott Award, Coretta Scott King Award, Newbery Award. Additional Selection Criteria The librarian follows a list of selection criteria when determining what to add to the library collection. This includes: Currency Accuracy Curriculum Relevance Interests of Patrons Quality Affordability Positive reviews in credible selection aids Awards Supports the mission of the library program Reputation of author, illustrator, company, publisher Gifts & Donations All gifts will be reviewed using the selection criteria stated above and will be integrated into the collection at the discretion of the librarian. Any gift must be in new condition with no writing or damage of any kind. Any gifts not meeting the general selection criteria will be donated to classroom libraries or students. For information on suggested gifts to the library collection, please refer to the OCHES website (linked from www.killeenisd.org) and click on the Library link. Weeding & Evaluation of the Collection OCHES Library will review the collection on an annual basis to maintain currency, accuracy and quality. The following guidelines will be used for weeding the library collection: Condition of item Age of item Currency Accuracy Availability through Interlibrary Loan Duplication Relevance to Curriculum Needs Weeding the collection is not limited to these guidelines. A resource may not be removed if it meets the curriculum requirements of the school. The final decision regarding weeding materials rests with the librarian. Evaluation of the collection is done consistently throughout the school year using many tools. Online surveys for staff and students, student and staff request forms, collection analyses through an online company, feedback on the library website and blog, and

Mrs. Kristin Coffield- Librarian changes in the district-adopted CSCOPE curriculum are used by the librarian to evaluate the collection. A variety of factors will be considered by the librarian when evaluating the collection. Statistics regarding the collections age sensitivity, average age of the collection, number of items representing each concept, circulation statistics, and student and staff requests will be used to evaluate the collection. Considerations will not be limited to the above mentioned and will be determined by the librarian. Challenges Challenged materials threaten the basic principles of intellectual freedom and should not be removed under protest. A materials challenge can be a difficult situation and should be handled in a calm and professional manner even if the patron is unsettled. The librarian will ask them if they have read the entire book in question and refer the patron to the selection policy and discuss reasons why the book is included in the collection if necessary. Copyright & Fair Use Policies Consult the Movie Licensing Agreement for questions regarding showing and viewing videos that are not held in Safari Montage. When searching for a movie, check on Safari Montage FIRST for approved and appropriate educational videos. If you are unable to locate a video you would like to show using Safari Montage, a video may be checked out of the library. It is within the district job description of the campus librarian that he/she, Directs and encourages students and faculty in the ethical use of resources, including copyright and citing of sources. When a video is not covered under the district Movie Licensing Agreement, it cannot be shown. Please follow the KISD Legal and Local Policies found on www.killeenisd.org (see directions below). Oveta Culp Hobby Elementary Library Procedures Checking Out Resources Students: o Every student who has a parent-signed permission slip is issued a library card with a barcode. These cards will be laminated. Please encourage students to not bend these cards so that the barcode continues to work. Please stop by the library and pick up a permission slip when you have a new student. o Students are permitted to check out 2 books at a time. Students who owe a fine for a damaged book or have lost a book will not be able to check out another book until either the book is found and returned to the library or the fine has been paid. o Based on Policy III of the Library Bill of Rights, Libraries should challenge censorship in the fulfillment of their responsibility to provide information and enlightenment. The librarian and library aide are not permitted to deny a student the right to check out a book. Please make sure you have told your students any preferences you may have as far as their book choices before coming into the library. It is not the policy of the library to force a student to check out or not check out a particular book(s). o Teachers should keep the library cards in a designated spot so that students do not lose or damage them. Staff: o Staff at OCHES can check out resources as often as they would like in order to support and enhance classroom instruction. o Please be sure to request your books/resources via the library catalog (Destiny). Once a request is received on Destiny, the librarian/library aide will pull the resources and put them in your mailbox or bring them directly to you if time permits.

Checking In Resources Students/Staff will place the items the wish to return in the return cart. Please encourage students to notify the librarian/library aide if a book they are turning in is damaged. New Students Please notify the library when you have a new student so that a permission slip can be given to that student to take home and get signed. Library cards will be made each week

Mrs. Kristin Coffield- Librarian to distribute to any new students. As long as a permission slip is signed and on file, a student can check out books even if they have not yet received their library card.

Clearing Records In order to get all resources back to the library, it is important that teachers notify the library about a student who is withdrawing. This can be done through email or by bringing by the withdrawal paperwork. Please make sure to check a students library account BEFORE they officially withdraw if at all possible. Equipment Unused or broken equipment such as overhead projectors, cassette players, and headphones should be turned in to the library. Teachers are encouraged to keep plastic bags on their equipment when not in use. This will prolong the use of the machinery. Teachers are asked to observe the safety rules concerning handling any of the AV equipment. No child should ever push or carry equipment within the room or transport it to the library. We have limited amounts of materials available. Please share and cooperate with each other and the library staff so that all can benefit from using the equipment. Library Schedule The library operates on a flexible schedule. Students and staff are welcome to browse, check in, check out, or use the facilities throughout the school day during the hours of operation. Feel free to send students during the school day in small groups or individually to use the library. If a teacher would like to sign up an entire class or small group(s) of students to visit the library, there is a master schedule located at the circulation desk. If possible, please meet with the librarian to discuss the reason for the class/small group visit so that materials can be prepared and/or a lesson designed to meet the needs of the students. Collaboration with the librarian is encouraged and appreciated. **During scheduled book fairs, the library will be closed to class visits. Use of the Library for Meetings The library is frequently used for various meetings including faculty meetings, staff development sessions, social functions, etc. Since the librarian is not always on hand for these events, it is necessary to follow these procedures to maintain the library when meetings are held: Meeting Procedures 1. Meetings should be scheduled prior to or after regular library hours. 2. The principal should be aware of and approve the use of the library for each

Mrs. Kristin Coffield- Librarian meeting. 3. To avoid conflicts with reserving the library, the library schedule may be used. 4. When informed of a meeting, request beforehand that the persons responsible for conducting the meeting dispose of trash and/or food left behind. 5. Furniture should be returned to its original location. 6. Request that children not be allowed to play with computers and other equipment stored in the library. 7. Children must be supervised by their parents or an adult in charge. Reference: Killeen ISD Library Procedures. Updated August 10, 2010. Movies (Please see Copyright & Fair Use Policies) In order to request a video, a Video Request Form must be submitted to the library prior to viewing date. A copy of this district-approved form is located at the end of this policies and procedures document. (Appendix D. Video Request Form) If a teacher would like to request a video that has a PG or + rating, a district-approved Parent Permission Form For Viewing Video form must be copied and sent home for a parent/guardian to sign. These forms must be shown to the librarian only if the video is to be shown by the librarian. If the video is being shown by the teacher in the classroom, the teacher must keep this form on file. Any students who did not turn in a permission slip or whose parents prefer them not to watch the PG movie will have to have other arrangements made instead of viewing the film. Discipline Teachers are responsible for preparing students to enter the library. Discipline expectations in the library will be reviewed at the beginning of the year with students. These expectations are much like those of a classroom. Rules specific to the library include: Students enter the library in a quiet, orderly manner. Students should use an inside voice level in the library. No running or moving furniture in the library. Ask permission before using the library computers. Follow the directions of library personnel. When the teacher is present during a classs library visit, it is the responsibility of the teacher to control student behavior and encourage students to follow library expectations. Lost/Damaged Resources Notify librarian or library clerk as soon as possible about lost or damaged books to determine cost. Students should pay in the front office for lost or damaged books. 7

Mrs. Kristin Coffield- Librarian Please remind students that they should not attempt to repair a book. Books require special materials for repair or salvage. Teachers are charged for lost books, encyclopedias, etc. assigned to them.

Library Catalog- Destiny Please review attached information on accessing and using Destiny. Professional Development I will provide training to staff throughout the school year. Training will be during campus staff meetings, grade-level planning or after school. If you or your grade level is in need of specific training, please contact me via email or in person to discuss scheduling and topics of training. Collaboration I am available for collaboration with teachers and support staff on lessons and projects. It is my pleasure to brainstorm ways in which I can help support and enhance student learning. I am available to provide lessons in the library and to coteach in the classroom. Please contact me if you are interested in collaborating or need assistance with technology integration or research materials. Reading Incentive Programs There will be a number of reading incentive programs sponsored by the library for students throughout the school year. Your support is encouraged and appreciated in supporting any or all of these programs/events. Teacher Expectations **Teachers are expected to accompany their class to the library for a scheduled visit and stay for the entire visit.
