GENERAL CRISIS MODE


PROCEDURES

*Every action taken must be communicated as soon as


reasonably possible to the superintendent or designated
Incident Coordinator.
Canceling school prior to start:
The lead teacher, with the concurrence of the
superintendent, will determine if school is canceled
or if reporting times are change.
Staff shall use the phone tree established for this plan and
inform students parents and guardians.
Early dismissal:
Lead teacher will determine time
Lead teacher will notify superintendent
Lead teacher will notify parents/guardians via phone tree
Lead teacher will schedule a make up day before the end
of the school year.
EMERGENCY PROCEDURE PLAN
Prior to crisis:
Have 2 sets of marked master keys available upon request
of emergency service providers
Lead teacher shall prepare a procedure for releasing
students for an early dismissal with consideration that
parents may not be available.
Lead teacher should determine which faculty will stay at
the school, should students be required to remain for an
extended period of time.
Lead teacher shall identify a primary and secondary
relocation site off campus for all or a portion of the study
body. Each site must be over 1000 feet from the school.
Plans must be in writing and shall be reviewed annually
with copies in lead teacher office and Emergency
Response Kit.
Plans shall include; Fire Exit drill plans, Bomb Threat
plans, Lockdown drill plans.
Lead teacher is responsible for training on site-specific
aspects of the plans.

CHILD CPR/FIRST AID

Assess the situation:


1. Call out to the victim or gently tap victims foot.
If the victim responds and can talk coherently treat as
a Conscious victim; refer to the bottom of
the page.
1. Make sure the victim is lying on her back on a firm, flat
surface. If the victim is lying face down, carefully roll
her onto her back.
2. If the victim does not respond or responds
incoherently, send for medical help. *If no one is
available to help, start the steps of CPR.
3. Open the victims airway with the head tilt-chin lift.
Tilt the head back by pushing back on the forehead.
Lift the chin by putting your fingers on the bony part
of the chin.
Lift the chin to move the jaw forward.
4. Make sure the victim is breathing adequately by placing
your cheek above the mouth of the victim; look, listen
and feel for breaths, for at least 5 seconds, but no more
than 10 seconds. *NOTE: gasps are not breaths.
5. If the child is not breathing, give 2 breaths (1 second
each). Watch the chest rise as you give each breath.
6. Quickly move or remove clothes from the front of the
chest that will get in the way of compressions or an AED.
7. Give 30 compressions at a rate of 100 a minute and then
give 2 breaths. After each compression, release pressure
on the chest to let it come back to its normal position.
8. After 5 sets of 30 compressions and 2 breaths, if
someone has not done this, phone your emergency
response number and get an AED.
9. After answering all the dispatchers questions, return to
the child and begin the steps of CPR again.
10.
Keep giving sets of 30 compressions and 2 breaths
until the AED arrives, the victim starts to move, or
trained help arrives and takes over.
Conscious Victim:
1. Ask the victim what is wrong, what hurts, and what
happened; this will give you the best idea of what do to
next.

ADULT CPR/FIRST AID

Assess the situation:


1. Call out to the victim or gently tap victims foot.

If the victim responds and can talk coherently treat as

the forehead
Lift the chin by putting your fingers on the bony part
of the chin.
Lift the chin to move the jaw forward.
2. Check the victims breathing:
Make sure the victim is breathing adequately by
placing your cheek above the mouth of the victim;
look, listen and feel for breaths, for at least 5 seconds,
but no more than 10 seconds. *NOTE: gasps are not
breaths.
3. If the victim is not breathing adequately, give two
regular breaths by pinching the victims nose and
covering the victims entire mouth with your mouth.
4. Quickly move or remove clothes from the front of the
chest that will get in the way of compressions or an
AED.
5. Give 30 compressions at a rate of 100 a minute and then
2 breaths. After each compression, release pressure on
the chest to let it come back to its normal position.
6. Keep giving sets of 30 compressions and 2 breaths until
the AED arrives, the victim starts to move, or trained
help arrives and takes over.

INFANT CPR
1. Make sure the scene is safe.
2. Tap the infants foot and shout to see if the infant
responds.
3. If the infant does not respond, yell for help.

If someone comes, send that person to phone your


emergency response number.
If no one comes, stay with the infant to start the steps
of CPR.
4. Place the infant on a firm flat surface. If possible, place
the infant on a surface above the ground such as a table.
This makes it easier to give CPR to the infant.
5. Quickly move or open clothes from the front of the
chest that will get in the way of doing compressions.
6. Put 2 fingers on one hand just below the nipple line.
**Do not put your finger over the very bottom of the
breast bone.
7. Press the infants breastbone straight down 1/3 to 1/2 the
depth of the chest. Push hard and fast.
8. Repeat at a rate of 100 compressions per minute.
9. After each compression release pressure on the chest to
let it come back to its normal position.
10.
After 5 sets of 30 compressions and 2 breaths, if
someone has not already phoned, leave the infant and
phone your emergency response number.
11.
After you answer all the dispatchers questions,
return to the infant and start the steps of CPR again.
12.
Keep giving sets of 30 compressions and 2 breaths
until the infant starts to move or trained help arrives and
takes over.

CHOKING (adult/child)
1. Ask the victim, Are you okay?
If victim can talk or cough the airway is open enough
to allow air through; encourage the victim to cough
(DO NOT hit the victim on the back).
2. Open the victims mouth and look for the object that is
blocking the airway. If the object can be seen and easily
removed, remove object.

If the object is too far in or cannot be see DO NOT


put your fingers in the victims mouth; it may push the
object further into the victims airway.
If the victim cannot talk or cough:
1. Stand behind the victim; wrap your arms around his
waist above the victims hips.
2. Make a fist with one hand and place the fist just above
the bellybutton and well below the breastbone.
3. Wrap the other hand around the fist.
4. Thrust inward and upward into abdomen.
5. Repeat the abdominal thrust until the airway is cleared
or the victim becomes unresponsive.
If the victim becomes unconscious:
1. Lower the victim face-up on the floor.
2. Send for medical help.
If you are alone with an adult victim, phone your
emergency response number and get the AED. Then
return to the victim and start the steps of Adult CPR
on page 5.
If you are alone with the child victim, start the steps
of Child CPR on page 4.
3. Every time you open the airway to give breaths, open
the victims mouth wide and look for the object that is
blocking the airway. If you see an object, remove it
with your fingers.
4. If you do not see an object, keep giving sets of 30
compressions and 2 breaths until an AED arrives, the
victim starts to move or trained help arrives and takes
over. Start the steps of CPR.
5. After 5 sets of 30 compressions and 2 breaths, if
someone has not done this, phone your emergency
response number and get an AED.
6. Return to the child and continue the steps of CPR.

CHOKING INFANT
1. Hold the infant facedown on your forearm. Support the
infants head and jaw with your hand. Sit or kneel and
rest your arm on your lap or thigh.
2. Give up to 5 back slaps with the heel of your free hand
between the infants shoulder blades.
3. If the object does not come out after 5 back slaps, turn
the infant onto his back. Move or open the clothes from
the front of the chest only if you can do so quickly. You
can push on the chest through clothes if you need to.

4. Give up the 5 chest thrusts using 2 fingers of your free


hand to push on the breastbone in the same place you
push for compressions.
Support the head and neck.
Hold the infant with one hand and arm, resting your
arm on your lap or thigh.
5. Alternate giving 5 back slaps and 5 chest thrusts until
the object comes out and the infant can breathe, cough
or cry or until the infant stops responding.
6. If the infant stops responding, begin steps for infant
CPR as seen on page 6.

BLEEDING
1. Take precautions against pathogens by wearing
synthetic gloves.
2. If the victim has bled more than 1 pint, send for medical
help.
Control bleeding:
1. Ask victim to sit or lie down.
2. Remove clothing surrounding wound.
3. Cover wound with a sterile dressing or a clean cloth
applying firm pressure on the wound.
4. Elevate the wounded limb.
5. If the blood soaks through the bandage, apply fresh
dressing on top of the old bandages.

DO NOT remove old bandages, as it may also remove


the clot that is forming on the wound.
Protruding Object:
DO NOT REMOVE EMBEDDED OBJECT!
1. Send for medical help.
2. Cover the wound with a clean dressing.
3. Apply pressure close to the wound, but not on the
broken bone or protruding object.
If there is an exposed bone, cover immediately with a
moist dressing.
PLACE VICTIM ON HIS/HER SIDE IF YOU NEED TO
LEAVE HIM/HER ALONE TO GET HELP. IF THE
VICTIM VOMITS OR IF THE VICTIM IS
UNCONSCIOUS, BUT BREATHING AND HAS SIGNS
OF CIRCULATION, PLACE THE VICTIM IN THE
RECOVERY POSITION.

HEART ATTACK/STROKE
1. Help victim to rest, sitting or lying in a comfortable
position.
2. Call for an ambulance.

HYPOTHERMIA
1. Place the victim in a warm environment; a warm house,
a heated sleeping bag, or next to a warm body.
DO NOT put the victim in a hot bath or give the
victim alcohol.
2. Remove any wet clothing.
3. Get the victim to a medical facility as soon as possible.

BURN
Fire, Hot Solids, Hot Liquids, or the Sun:
1. Cool affected area with cool water.
2. Remove any clothing or restricting jewelry from around
burn.
DO NOT try to remove clothing that is sticking to the
burn area.
3. Cover burn with a clean cloth and secure the bandage
tightly.
4. If the burn area is larger than a quarter, hospital
treatment is necessary.
Dry Chemicals:
1. Brush off chemical.
2. Flood with cool running water for 15 - 20 minutes.
3. Cover with a clean bandage.
4. If the burn area is larger than a quarter, hospital
treatment is necessary.

Electrical:
1. Turn off electricity before touching the victim.
2. Send for medical help.
3. Check for consciousness.
If the victim is unconscious check for breathing and a
pulse
If the victim is not breathing, refer to NOT
BREATHING on page 5
If the victim has no pulse, refer to NO PULSE on
page 5
4. Cover the burn with a clean cloth and secure the
bandage tightly.
5. Ensure hospital treatment for any electrical burn.

A Tsunami warning due to an earthquake
outside of the Thorne Bay region:
1. Confirm the warning by contacting the West Coast and
Alaska Tsunami Warning Center.
Tsunami warning confirmed or an earthquake
in Southeast Alaska with potential to become a
tsunami:
1. Locate everyone in the building.
2. Locate Emergency Response Kit

3. Assemble at designated high ground and follow the


community response plan for tsunami.
4. If the communities plan is to climb a nearby hill, be sure
students are dressed properly and that food and water
have been taken from the kitchen.
5. After safety is ensured, notify the superintendent.
BEFORE RE-ENTERING THE COMMUNITY,
CONTACT STATE OFFICIALS (WEST COAST AND
ALASKA TSUNAMI WARNING CENTER OR STATE
TROOPERS) FOR CLEARANCE.

EARTHQUAKE:
1. Move to a safe area, away from glass, suspended
ceilings, large bookcases and other hazards that could fall.
2. Stay still, with head dropped and neck covered.
3. If possible, students and staff will seek shelter under
heavy furniture.
Anyone who is outside at the time of the earthquake
should stay away from the building and avoid utility
lines.
4. Staff should see that all utilities are turned off.
5. As soon as possible, contact the West Coast and Alaska
Tsunami Warning Center to determine the likelihood of a
tsunami.
6. After the quake, evacuate the building and determine
head count.
7. As soon as reasonably possible, notify the
superintendent.
8. If at school, students will be sent home.
9. School will not resume until the building has been
deemed safe.

Students and Staff will follow building fire drill procedure


as indicated below:
1. Close all windows and doors, making sure they are not
locked.
2. Turn off all lights an electrical equipment.
3. Take attendance/grade books outside with you.

4. Supervise class in a quick, orderly exit, via the exit route


posted by the classroom door to the indicated assembly
area.
5. Stay with you class, keep your class together and DO
NOT allow anyone to return to the building for any reason
until instructed by the principal or the fire marshal.
*Assembly areas:
Elementary zone: assemble in class groups at the
far end of the playground near the tree climbing pole.
Commons zone: Walk around the back of the
building and assemble in class groups in the church parking
lot across the street.
Middle School/High School zone: Assemble in
class groups in the church parking lot across the street.
Additional Duties:
Check all rooms assigned to your area: restrooms,
anterooms, etc.
Office Personnel: check elementary classrooms
VTC classroom teacher: check secondary restrooms.
Secretary: remove central attendance records and
Emergency Response Kit.
Principal: Notify City Hall/Fire Department in
advance of all drills and immediately in the event of
an emergency.

HAVE YOUR FIRE EXTINGUISHERS UP TO DATE
ANNUALLY CHECK THE BATTERIES ON SMOKE
DETECTORS OR CHANGE THE BATTERIES AT A

LOCKDOWN
Any staff member can call for a lockdown and all other
staff and students must honor that request until the lead
teacher ends the lockdown.
A lockdown is initiated by either using the intercom
system, the phone, or by oral communication.
Develop an internal chain of command, including
students at sites where they may be only one adult.

Procedure:
1. To implement a lock down, simply state the term
lockdown three times.
2. Ensure student safety.
3. Determine the safest, securest, place to be.
Lock the classroom door.
Cover all windows, including windows on the door.
As soon as students are secured, initiate contact by
phone or computer with lead teacher, administrators
or other listed by role in your chain of command.
Communicate roll count of students and state of
safety to the lead teacher or next person on chain of
command.
4. Once you are advised to evacuate the building, follow
the fire evacuation plan.
5. Account for all students and staff.
6. Notify superintendent as soon as student safety is
ensured.
*If you are outside or you are closer to an outside exit than
a classroom, move immediately to the designated safe
house and contact your lead teacher or next in chain of
command.

Procedures:
1. Remain calm and begin to fill out the Telephone
Bomb Threat Report Form.

2. Do not hang up the phone, but keep talking to the caller


as long as possible.
3. As soon as possible, alert staff of situation.
4. Instruct students to leave all personal items in the
school and immediately evacuate to the safe house
without touching anything.
5. Contact the appropriate authorities.
6. Notify the superintendent to determine if school will be
closed.
7. Contact parents to come to the safe house and pick up
their student or continue school as normal as possible in
safe area.
8. Submit written reports as appropriate.

CHEMICAL HAZARDS

gear, safety glasses, etc.

Procedures:
1. Stay away from substances that appear toxic (Strong
odors, unconscious victims, or visible gases).
2. If there is a victim, cover your nose and mouth with layers
of fabric to filter the air and remove victim from area.
3. Administer first aid as appropriate and call appropriate
emergency response systems, public health officials or
DEC.
4. If clothes are contaminated, remove them immediately.
5. If possible, immediately wash any exposed skin
throughly with running water.
6. Remove other students from area. Either evacuate the
building OR contain to another uncontaminated
part.
7. Close off the room where spill/hazard is located.
8. Shut off venting to eliminating transfer of toxins from
room to room, if applicable.
9. If threat appears to be deliberate, contact local law
enforcement.
10. Contact the superintendent.
11. Document all actions taken and results obtained.
For any type of hazardous waste spill:
1. Report the spill to the DEC (Department of
Environmental Conservation) and follow their
instructions.
2. Report the spill to the Alaska State Troopers (Klawock)
or if it occurs in the water, report to the Ketchikan Coast
Guard.
For hazardous waste spill of motor oil,
lubricant, diesel or gasoline:
1. Cover the contaminated area with kitty litter or other oil
absorbent pads following proper precautions.
2. Remove all contaminated dirt with a shovel and place in a
trashcan for storage and processing as directed by DEC

PROPANE LEAK
For any propane smell:
1. Check the propane tank.
If propane level is low, turn off valves and set up for
delivery.
If adequate propane level, turn off valves at tank and
building.
2. Leave the building and the vicinity.
3. Notify the superintendent as soon as reasonably
possible.
4. Upon concurrence with superintendent, students will
either be sent home or return to school.

In any suspected poisoning:


1. Take precaution to avoid additional poisoning. Do not
use any type of chemical when treating
poisoning in fear of a detrimental reaction to
the toxins.
2. Identify poison and container if possible
3. Call the Poison Control Center and follow directions
per poison control center.
Contact with skin or eyes:
1. Remove contaminated clothing.
2. Flood contacted area with running cool water until
instruction from the Poison Control Center is given.
When flushing out eyes, always remember to have the
water flow from the bridge of the nose out, so as to
prevent the contaminated water from entering the
other eye.
Swallowed:
1. DO NOT induce vomiting unless directed by the
Poison Control Center.

MISSING PERSON
When student doesnt arrive home:
1. Obtain the following information
Time student left for home and usually arrives home.
Route the student travels, as well as mode of
transportation.
Immediate friends; likely stops.
Description of student; clothes worn that day, items
they were carrying, type of vehicle, including make
and color).
2. Lead teacher will assist in making phone calls or other
efforts to determine whereabouts of the student.
3. Notify superintendent as soon as reasonably possible.
4. Contact local law enforcement.
When a student is missing from campus:
1. Contact lead teacher.
2. Conduct a reasonable search throughout the campus.
3. Contact parents/guardian.
4. Contact local law enforcement.
**If lead teacher determines that there is cause
for alarm and circumstances are out of the
ordinary, they should call 911 immediately.
When a student is missing from a district
supervised activity off campus:
1. Conduct a limited, but reasonable search for student.
2. Gather relevant information regarding the student;
when seen last, who with, wearing what and physical
description of the child.
3. Contact local law enforcement.
4. Contact superintendents office.
5. Contact parent/guardian.

KIDNAPPING OR CUSTODY
ISSUES
1. Obtain a description of person who pick up the student,
if possible, as well a description of the student.

2. Contact the lead teacher.
