The new State Budget puts


Adult Ed Funding at Risk
The California state Legislature and Governor have passed a law moving
Adult Education funding from Tier Two to Tier Three, putting funding for
Adult Education programs in jeopardy.

Tier Two states that funds designated by the State of California for
Adult Ed programs must be spent only on adult ed programs by local
school districts. They cannot spend the funds on anything else.

Tier Three, however, says that funds designated for Adult Ed programs
may be spent for any educational purpose by the local school
districts.

Why is Tier 3 bad for Adult Education?


School Districts will receive the same amount of monies they got for Adult
Ed programs in 2007-08, minus 20%, but do not have to spend it on
Adult Ed. The law the State of California passed has given the school
districts “flexibility” to spend it how they choose. Because many school
districts are short of money, they will be tempted to spend the Adult Ed
money for something else and cut our programs!

How can we protect Adult Education?


Students are more powerful than they know. We must let the politicians
who make the decisions know how important Adult Education is to our
community. We must lobby two different groups.

The LAUSD School Board


Because of our Tier Three status now, school boards have life or death
power over Adult Ed programs. Therefore, it is important that we let them
know how Adult Ed helps the community.

Our State Senators and Assembly Members


We need to lobby our state representatives to protect Adult Ed funds by
moving us out of Tier Three. The current situation is not acceptable.
