To finish: bind off with a sl st. Tape ends so they dont fray; weave ends into rug and sew the ends to the rug so they dont unravel from the rug.
Note: As I got close to my marker, I had to decrease the stitches (from dc to sc, and eventually to a sl st for each stitch). This was to make sure the circle ended up circular and even. Do this if your circle starts looking wonky.

abbreviations: ch = chain sc = single crochet dc = double crochet sl st = slip stitch Tip for working with rope: to join the rope edges together, glue ends with fabric (or tacky) glue, then tape together with clear packing tape. Then sew ends in to the rest of the rug with a whip stitch (try to hide the taped ends within the rug as much as possible).
