Wage Earner. Legal Issue: Whether or not the exemption of minimum wage earners from income tax is violative of the equal protection clause. Private Armies The definition of "private army" is not provided for in our present laws. This absence creates the difficulty in addressing the issue of the growing existence of private armed groups in the country. What is a private army? Does the term include only armed groups allegedly recruited by some politicians, especially during election period? Or can it be said that a group of specialized agents hired by a businessman for security purposes is also considered a private army? The courts have been given a wide discretion in the application of pro hac vice in cases that are deemed to be surrounded with circumstances that are exceptional in character. However, the exercise of such discretion has given too much avenue for an arbitrary application in the jurisprudential rulings of the courts.
