THE PATTERN IS TRAGICALLY FAMILIAR: A TROUBLED person with a criminal past attacks in the name of ISIS. San Bernardino, Calif.; Orlando; and perhaps now Nice, France. They are not ISIS, exactly, but ISIS-ish—men and women who have no organizational ties to ISIS yet murder in its name.
